Historic Preservation Guidebook

Genesee/Finger Lakes Regional Planning Council is preparing a Historic Preservation Guidebook for the Western Erie Canal Alliance’s Main Street Program with support from the New York State Department of State under Title 11 of the Environmental Protection Fund. 

The Guidebook will have two components.  The first section will be consistent for communities in the Western Erie Canal Heritage Corridor and will be composed of the following attributes:

  • Education – Why is historic preservation important?  How do we educate our businesses and residents?

  • Organization – A “how to” guide for Main Street Program Managers to effectively work with local municipal officials and boards, regional agencies, and New York State and Federal agencies with a description of their roles as related to historic preservation.

  • Implementation – A description of funding programs and incentives, and associated regulations and review boards.

Historic Preservation Guidebook for the Western Erie Canal Main Street Program - Phase One

The second section will be community specific to the three originally-designated Western Erie Canal Main Street communities:  City of Lockport in Niagara County, Village of Albion in Orleans County, and Village of Lyons in Wayne County. 

  • Design Guidelines – The guidelines will include a context statement specific to each community in a format that will allow for transition to regulatory standards.

It is anticipated that two more communities will be added to the Western Erie Canal Alliance’s Main Street Program in 2011-2012 and will also receive community specific design guidelines.
