and Surveyors, PC E&M Engineers and Surveyors PC has conducted a professional civil engineering and land surveying practice since 1946. The Firm currently employs 25 people in 2 offices (Bradford, PA and Springville, NY). We have a staff of 5 professional engineers, 3 staff engineers and 1 licensed land surveyor. Engineering and survey technicians and administrative personnel make up the balance of our staff. The scope of our services includes the following:
These projects included all phases of engineering services: feasibility reports, surveying and mapping, design and design reports, preparation of construction plans and specifications, funding agency approvals, construction services and construction inspection. Our work also includes NYSDEC approvals on facilities including design, SEQR, wetlands and cultural resources.
Finger Lakes Energy
$mart Communities Finger Lakes Energy $mart Communities, a program of the Center for Environmental Information, represents the NYSERDA Residential Energy Efficiency Incentive Programs in the nine-county Finger Lakes Region. Lee M. Loomis, Coordinator promotes the Home Performance w/ENERGY STAR Program by reaching out to homeowners, tenants, landlords and community groups to make them aware of the incentives available to New York State residents for upgrading the comfort, safety and energy efficiency of their homes, apartments and apartment buildings by utilizing contractors trained and certified through NYSERDA. In addition to providing assistance to residents, Finger Lakes E$C promotes NYSERDA’s Existing Facilities Program for improving the energy efficiency of commercial, municipal and industrial facilities through a set of incentive programs designed to allow customers to access assistance utilizing their own personnel and/or professional consultants of their choosing, or by utilizing consultants who have been designated to provide expert energy efficiency advisory services. Mr. Loomis will provide a display of energy-efficient lighting equipment, descriptive NYSERDA literature and information on the residential Program, as well as information on the commercial, municipal and industrial incentive assistance Program. Division of Local Government provides training and technical assistance to
local governments and community organizations throughout the state and
helps local officials solve problems involving basic powers and duties,
public works, municipal organization, planning, land use and regulatory
controls, and community development. One of the goals of the Division is
to serve as a "one-stop-shop" for New York local governments. The Division also assists rural local governments through leadership and participation on the New York State Rural Development Council and the Adirondack Park Agency. The Division is also responsible for management of the Appalachian Regional Commission program, which provides financing assistance to local governments with infrastructure needs and economic and community development. The Self-Help Support System, a partnership with the Department of Health, the Environmental Facilities Corporation and The Rensselaerville Institute, assists small rural communities in designing and constructing water and wastewater projects at reduced costs.
