The Cayuga Lake Watershed Restoration and Protection Plan (RPP) process began in 1998. The RPP process can be broken down into six interactive components. These include Scoping, Data Collection, Assessment & Targeting, Strategy Development, Implementation, and Evaluation. Initial scoping took place in 1998 and again in 1999 at the beginning of the second phase of the project. Data collection began in late 1998 and has been responsible for a sizable amount of information and data acquired and developed for the purposes of characterizing the watershed. Both the scoping and data collection components fed into the assessment and targeting component with the development and subsequent publishing of the Cayuga Lake Preliminary Watershed Characterization (2000) which attempted to both describe the current understanding of the state of the watershed and the history and status of the watershed management planning process.
The strategy development component began with a scope and an issues prioritization and culminates with the development of this RPP, which attempts to provide a road map and promote the understanding that is vital to maintain and improve the ecological health and beauty of the watershed and the protection and preservation of Cayuga Lake, along with building and maintaining a productive economy in order to sustain a healthy social environment for the people of the Cayuga Lake Watershed. While implementation has been going on prior to, and during the development of, the RPP, it is the hope that coordinated implementation will be driven from, and by, the collective energy of the RPP.
