Introduction

 

This report, published in 2000, examines land-use regulations and controls that municipalities within the Genesee/Finger Lakes Region adopted as of the publication of this report (Spring 2000).  The majority of the analyzed documents are Comprehensive Plans and Zoning and Subdivision Ordinances.  Important to the analysis are the land-use goals and policies and the provisions that help to implement them, such as, permitted and special use regulations, bulk restrictions, and other planning practices. After analyzing local land-use control documents, a set of municipal best practices for the region are proposed.  To evaluate municipal best practices in our region, the report compares them with national models of municipal best practices in other regions.
