Rudeen A. Armstrong Business Manager & Revolving Loan Fund Relationship Administrator
Rudeen, who has been employed with the Council since 1979, is highly proficient in the areas of accounting and administration as they relate to the support of Council staff, the Executive Committee, peripheral advisory committees and Council clients. Rudeen has major responsibilities relating to the preparation and maintenance of all official records of the Council and assists with the management and tracking of project hours and program funding. Her knowledge and vast experience through the many evolutions in staff and leadership make her an invaluable asset to the organization.
Areas of Expertise Rudeen’s areas of expertise include her ability to consistently prepare and maintain all official records of the Council such as financial reports and budgets, accounts receivable/payable, personnel payroll, benefits, etc. Rudeen provides continuous administrative support to the Executive Director and other staff and Council members in conformance with established procedures. Finally, she facilitates an informal environment among the total staff thus allowing freedom for discussion regarding administrative problems and/or concerns.
Responsibilities · Executes all arrangements as they relate to Council meetings, workshops, and conferences · Attends and processes minutes of Regional Planning Council and other related committee meetings · Serves as liaison between staff, Council officers, members, and the general public · Assists the Executive Director in fiscal budget preparation · Maintains personnel, payroll and fringe benefit records · Monitors and records all daily, quarterly and yearly income, expenditures and purchases · Maintains program time tracking records for State and Federal programs · Manages office procedures and staff support · Distributes Intergovernmental Reviews to member counties for the appropriate action · Administers financial record keeping for the regional Revolving Loan Fund, which includes client invoicing, accounts receivable and the preparation of required Economic Development Administration semi-annual progress reports
