Thomas M. Kicior, Jr.

  Senior Planner

A Native of Alden, N.Y., Tom became interested in Urban and Regional Planning issues as an undergraduate student at the State University of New York at Buffalo (UB).  His interests in land use issues, public policy, community development and urban design led him to pursue undergraduate majors that prepared him to continue his education at UB in a Masters of Urban and Regional Planning degree program.  Throughout his time at UB his interest and knowledge continued to grow in all aspects of Planning. 

Tom seeks to guide communities from the regional scale down to the neighborhood scale toward their future goals, by providing the most accurate information and expertise as well as helping to facilitate quality long term decision making processes.

Areas of Expertise

Tom’s areas of expertise include community development, comprehensive planning, land use planning, zoning and land use law, transportation planning, hazard mitigation planning, and socio-economic and demographic data analysis.  He also has strong graphic design skills as well as mapping experience with Geographic Information Systems (G.I.S.). 

Tom’s previous work experience includes internships with Buffalo Place, Greater Buffalo Niagara Regional Transportation Council, Buffalo City Hall Department of Economic Development, as well as a research position at the University of Buffalo’s Regional Institute.
