Executive Director  Position for the Genesee/Finger Lakes Regional Planning Council
Rochester, NY United States 

Position Description 
The Genesee/Finger Lakes Regional Planning Council Executive Director is responsible for leading regional planning for nine counties within the Finger Lakes Region and the City of Rochester. The Executive Director shall be responsible for the initiation, coordination, compliance, reporting, review, and direction of all activities and programs undertaken by the agency. The Executive Director will support local, state, and federal economic development and programs. The Executive Director will obtain, manage and perform various services on grants projects and programs on a local, regional, and national level. The Executive Director must create innovative development solutions and have extensive knowledge of public sector legislation and experience in employee recruitment, management, development, compliance, and retention. Executive leadership is expected at the highest level of professionalism, knowledge, ability, and discretion at all times. This position reports directly to the Executive Committee for the Council.  

Primary Responsibilities 

  • Supervise, direct, mentor, train, and coach staff. Manage, assign, and review all projects and products with the team. Conduct performance evaluations, hiring, and policy/benefits overview. Conduct regular staff conferences and briefings as needed for direction and compliance. Adhere to the guidelines and practices of the HR Policies and procedures in conformance with the Council, NYS, and Federal regulations and guidelines.  
  • Promote an organized and sustainable culture of a proactive, progressive, positive, and visible workforce atmosphere and development.  
  • Report to the Council as the administrative head of the agency. The Executive Director, or his designee, attends all Council meetings and its regular and special committees.
  • Schedule, organize, and attend the Council, Executive Committee, and other meetings. Prepare and preserve meeting agendas, minutes, and reports as required by law and by the bylaws. 
  • Represent the Planning Council in local, regional, and national opportunities, programs, and meetings to fulfill and advance the organization in meeting its goals and success. 
  • Conduct ongoing review and participation of various grant opportunities, proposals, and applications. 
  • Prepare and monitor annual budgets and financials of the Council.   

Essential Skills & Knowledge

  • Planning and economic development principles, practices, reporting, methodology, research, data collection, statistics, effective verbal and writing techniques
  • Oral, written, and public communication and reporting skills to interact with various agencies, boards, and committees
  • Ability to work on, schedule, and manage several projects simultaneously 
  • Statistical, financial, algebraic, or geometric knowledge and ability to apply such knowledge in situations as needed 
  • Ability to review contract documents and provisions of the ordinances to determine and maintain compliance 
  • Knowledge of computer hardware and software programs, which include Microsoft Office and Excel, Internet applications, State and Federal applications, econometric or transportation modeling, database management, or GIS 
  • Knowledge and experience in municipal economic programming, including grant administration; local, regional, state, and federal grants and programs; and, SEQR/NEPA administration and oversight.  

Minimum Qualifications 

  • Graduate from an international, national, or regionally accredited four-year college or university. 
  • Master's degree in planning, sociology, economics, business administration, geography, civil engineering, public administration, architecture, or related field, along with at least six years of experience in community planning or comparable work. Four years of which must have been in a supervisory or administrative capacity. An equivalent combination of education and experience may also be considered. Or,
  • Bachelor's degree in planning, economics, business administration, civil engineering, public administration, architecture, or related field along with ten plus years of experience in community planning or comparable work. Four years of which must have been in a supervisory or administrative capacity. An equivalent combination of education and experience may also be considered. Or,
  • Bachelor's degree in any field and ten years of full-time experience in community planning or comparable work. Four years of which have been in a supervisory or administrative capacity. 
  • Must be eligible to work in the United States; travel may be required.
